A motorist who passed the scene earlier this morning described the scene: "There was a blue tent up on the actual carriageway, just before the flyover. It was on the side of the A19 as if you're driving towards Hartlepool - northbound. Police were turning people around on the road so they were having to drive on the wrong side of the road."
