The world is facing a critical refugee crisis, and the lack of development action could have devastating consequences. A ticking time bomb?
The United Nations Development Programme (UNDP) has issued a stark warning at the Global Refugee Forum Progress Review Meeting in Geneva: the support for refugees and their host communities is dwindling, while global displacement figures remain alarmingly high. This is a recipe for disaster, as the world is turning a blind eye to a growing crisis.
By the end of 2024, an astonishing 117 million people had been forced to flee their homes due to conflict, climate disasters, and economic turmoil. The majority sought refuge in low- and middle-income countries, which are already under immense strain. These countries host a staggering 2.5 times more refugees than high-income nations, despite their own economic struggles. But here's the twist: the international community's response is not keeping up.
UNDP emphasizes that development investments are key to stabilizing communities and reducing tensions. Simple yet effective measures, such as restoring schools, healthcare facilities, water systems, and markets, can make a world of difference. These investments provide a foundation for refugees to rebuild their lives and integrate safely and voluntarily. But this is where it gets controversial—are we doing enough?
Shoko Noda, Director of UNDP's Crisis Bureau, urges for a shift in approach, stating, "Host countries are overwhelmed, and the burden is unsustainable. Without genuine development initiatives, the global displacement crisis will spiral further. The price of inaction will far outweigh the cost of taking action now." This is a call to action, but will the world listen?
The Global Refugee Forum, a quadrennial event, brings together global leaders to assess progress and make new commitments. The 2025 Progress Review Meeting evaluates the progress made since 2023. UNDP has been at the forefront, investing over $618 million in 2024 across 60+ countries affected by forced displacement. Their efforts in Lebanon, Türkiye, and Iran have provided jobs and essential services to millions of refugees. But these achievements are fragile.
Global funding for refugee support decreased in 2024 and is projected to drop further in 2025. The disparity in support is striking, with low-income countries hosting nearly one-fifth of the world's refugees but receiving a mere fraction of the resources needed. This imbalance is a recipe for disaster, as these countries struggle to provide for their own citizens and the refugees they host.
UNDP plans to address these challenges by forging stronger alliances with governments, the private sector, and UNHCR. Their strategy includes reinforcing national systems, integrating climate adaptation with livelihood programs, unlocking climate and development funding, and expanding joint initiatives in host, transit, and return communities. But will this be enough?
As the world prepares for the 2027 Global Refugee Forum, the question remains: can we collectively rise to the challenge and ensure that development action becomes a priority?
